The Recreational Tourism Cluster

The Recreational Tourism Cluster of excellence is an offshoot of the ACCORD project, a government strategy for regional development. The objective of the Cluster is to generate projects that bring value-added benefits to the targeted enterprises.

The Cluster seeks to enhance the specific touristic attributes of the region in three specific fields of activity: Nature, Culture and Flavours. In addition to being components of the brand image of the destination, these areas have great potential for development and for national and international outreach.

To confront the issues faced by the Cluster's targeted enterprises, the strategy hinges on four vectors of development:

  • Training and qualification of employees;
  • Structuring of tourism experiences and the development of markets;
  • Innovation and support that helps enterprises to integrate sustainable development in their business practices;
  • Governance and outreach of the cluster.

Objectives of the cluster of excellence

  • To develop specialized training programs tailored to the needs of enterprises operating in the three designated fields of activity.
  • To provide assistance to the sector's enterprises with regards to recruiting and retaining employees.
  • To develop the specific assets of the region relative to Nature, Culture and Flavours, with a view to extend the season.
  • To render the enterprises of the sector better capable of meeting the needs of the tourists.
  • To foster the adaptation of the tourism experiences to new technologies.
  • To provide the enterprises with strategic information that will help them adjust supply to the global trends in tourism.
  • To develop the managers' capability for innovation.


Implementation of the Cluster's strategy and action plan is the responsibility of a committee that represents mainly tourism enterprises of Gaspésie and of Les Îles de la Madeleine. The Cluster's committee is the carrier for the vision of development of the sector of excellence.

On the archipelago, a designated contact person oversees the implementation and follow-up of the action plan for the Recreational Tourism cluster of excellence with the targeted enterprises. Under the authority of the Cluster Committee, this person works in close cooperation with the economic stakeholders of the region.

A strategy and an action plan (2012-2017) have been developed within the framework for a renewal of the recreational tourism cluster. They are supported by the main players of tourism development. An implementation agreement was approved on October 4, 2012 by the government of Québec, the ACCORD regional committee, the regional "Conférence des élus" of Gaspésie-Îles-de-la-Madeleine and the Recreational Tourism Cluster Committee. The agreement is valid for a period of five years. The Îles de la Madeleine Regional Tourism Association provides administrative, technical and financial assistance to the cluster.


ACCORD Project

The ACCORD project (Action Concertée de Coopération Régionale de Développement) represents a strategic approach to regional economic development. The ministère des Finances et de l'Économie is responsible for its implementation.

Three clusters have been identified for the region, namely:

  • Recreational Tourism;
  • Wind Energy;
  • Marine resources, sciences and technologies.
